Not much to go on - first impression would be clover, but I'll guess a form of thrift.

Echinops Ritro
Considered the best of the Globe Thistles. Each 30-36" stem produces 4-8 dark, steely-blue flowers. Thistle-like leaves are a nice accent. A very reliable variety. #1 field grown plants. Echinops ritro

Not Echinops - that has a thicker stem with leaves and spines on it. Deifinitely an Allium, I just don't know which species. It's still in bud, the flowers aren't open yet.

I agree with Michael, this is a species of Allium. There are many species, several very similar so a species ident will be very tricky. You will need to get a regional flora of the area to perhaps nail it.

I would agree with the genus Allium and would guess it is Allium sphaerocephalum,
but definitely no thistle of the genus Echinops
