Hi Andre, I think it is a Helichrysum (arenarium?But there are also several species in cultivation)

Helichrysum arenarium is a species with a more eastern distribution in Europe; where and when did you take the photo?
A very similar plant to H. arenarium was sold in German garden centers as "Helichrysum tianshanicum" in the last years. This would also fit the photo.

The leaves and stems are woolly and grey, doesn`t fit to Crinitaria (or Aster) linosyris , which has green leaves and stems.
