It's an Aconitum.. but I'm not sure of the species. (poss napellus)
In English, monkshood, because of the shape of the flower.
Deadly poisonous!

More likely Aconitum tauricum (Omag in Romanian)?

After some web researches I would say that it is indeed Aconitum tauricum (and yes, the Romanian name is omag).

It's a Campanula..... but again I don't know which species. (Or the Romanian name ;) )

A Romanian biologist thinks it is Campanula alpina.

I'd agree with alpina.
Unfortunately I don't know "eastern" Alpine flowers that well...
