Yes it is. The reddish barring underneath indicates that it is a male bird.

I had a coopers hawk (?) come by on New Years Day, looking for a holiday feast as well... the dog & I stepped outside, snapped a quick pic & it flew away.
I have a geezer beagle that happens to be bird friendly, he'll sit in a sunpatch, sometimes only feet away from the ground feeding birds & just watches. (sometimes I think he's amused by all the visitors) I noticed when the dog is out, the hawks don't come too close. Could just be a coincidence.
