I think I've posed this question before, but is there an authority on European birds in Continental Europe (an AOU equivalent, if you will)? I ask because 1) I'm just interested, and because 2) I've seen Wallcreeper (Tichodroma muraria) said to be in family Tichodromadidae by some authorities, and Tichodromidae by others. Why differ on this when the same family is clearly being referred to?

Yes, actually the only comprensive authority on taxonomy and sistematics of european birds is the Association of European Records and Rarities Committees (AERC).
