I'm not convinced it isn't just a Sparrowhawk - no telling how much leg length and tail length is in the water, and the plumage detail is so blurred!

My initial reaction was Peregrine and I'm sticking with that.

Hey, Grousemore... we've all gone down the "raptor" road (although I must confess I was led)... so are we right???
(If we've got the family wrong - I've got an alternative suggestion... but I won't say what yet, as every word I am typing may be making me look even more stupid!!!)

Where is the bird in relation to the bit of mud on the camera lens??

Anyone notice the second bird on the mud, top left?
Not sure what it is, if anything it looks vaguely Greenfinchy but far too blurred to identify
That is, if it is a bird at all!!

Thanks all for taking part;I thought the water would make it confusing,but it was indeed a Peregrine.
It was taken at Dungeness RSPB on 18 September last.
Well done to those who got it (without plumage detail!)and I'm glad no suggestions were made for Honey Buzzard!
