Is there any international site at all that compares to waarneming.nl as where it come to frequency of observations? I will be going to France this summer but I can't really find anything on it which is up to date or detailed.

On www.ornitho.fr you will find the sites for the various regions. However, they are in French and you can only do a specific research if you are contributing. Internationally there is ebird which works fine for North America but still quite fragmented for the rest of the world.

You could also try observado.org, which is the international version of waarneming.nl
