Buzzard: Common or Rough-legged? (1 Viewer)

In the Saône valley just north of Lyon, 28 February, I saw a lot of buzzards (6-7), herons and crows feeding on a newly ploughed strip of field. When one flew it had a strikingly white rump and tail. I've a flying photo shown.

Please can anyone say for sure whether this is Common or Rough-legged?

The local expert says it's Common (based on the photo), but for me it "felt" bigger/ different.

I do have more photos of buzzards on the ground, but more distant and badly pixellated, but you can see white on the rump/tail.

I'd go for common buzzard. I'm no expert on these things, but I would expect to see a whiter tail with black edging at the tip for rough legged, something I can't make out from the pic.
