A paper I have missed completely and I just have found:

Unfortunately in Russian with a very small English abstract.

Abstract:
There is describe of the two new species of the Miocene buzzards from the state Grytcev, Chmelnitckaja reg.(Middle Sarmath, zone MN 9).
Key words: Buteo, Miocene, Sarmath, Ukraine

It describes Buteo praebuteo Sobolev, 2011 and Buteo sarmathicus Sobolev, 2011
