Ring-billed Gull after a punk barber visit or pathological changes? (1 Viewer)

Young RBGU that looks like it took a trip to the hell and came back, and in meantime stuck its head into something in a very bad place. Trip to a punk barber could have similar effects. But perhaps some of these changes (in condition of head feathers) may reflect disease (?). Perhaps somebody familiar with similar cases can shed more light on this case. I have seen a few oiled birds (but not many) and do not recall noticing green cast in feathers as result.
