This is probably something very obvious and I'll embarrass myself, but what the hell...

Dark body, dark head, dark bill and eyes, red legs and feet, broad white band round front lower throat area, standing on the ice on a local lake near a sewage farm - I can't see anything resembling it in my field guide.

Any suggestions?

sounds like domestic Mallard i.e. yuck duck ... lots have that white lower breast band (Kayuga ? )... though of course it could be a number of platyrhynchos combo's
 
Thanks - it didn't look quite like any of the pics, but certainly fits the general description of a big mallard shaped thing with red legs! And there were "normal" mallard there as well, plus 50+ teal.
