    Also note that the eBird filters are a fixed number threshold. They don't take into account if you've been counting for 5 minutes or 5 hours, 50 meters or 50 kilometers - it's the same threshold for all.

    Money is only one aspect of it. They also (usually) need party support. They also need "political base" votes. They also need some minimum of general election votes. So the answer is all the above. But in this case my suspicion is that all of those groups are satisfied.
