    The call description fits Zitting Cisticola (Fan-tailed Warbler) very well. It's difficult to judge the bird's appearance from the attached picture, but it could well be a Zitting Cisticola (even though I can't be absolutely certain).

    They're juvenile Penduline Tits, alright. Juveniles have yellowish beaks until late summer, when they gradually darken thus making the birds look like the juveniles illustrated in field guides. Here's a pic of a Danish Penduline Tit in early June...
