I feel it should be more about aesthetics, technical and artistic presentation. I personally would vote for a stunning shot of a common bird, over a dodgy shot...

    Not technically more difficult, but it is a case of opportunity. A rarity, is by definition not going to be encountered often, and recording that species becomes a case of what you can do given the limited opportunity.
