Hawk in flight: Ottawa,ON (2 Viewers)

I saw this bird soaring high above the Ottawa River this morning. It was very high in the sky, and and didn't flap its wings once (that I could see). I only got the one shot, but my impression is that its underside is "splotchy" rather than striped.

The short tail tells me it's not an accipiter, and my best guess from the photos in my hawk guide is Osprey. However, the way it flew doesn't say Osprey to me - the ones I've seen fly lower, and flap their wings frequently.

Is it possible to ID this bird from the single photo?
