My best guess on this is Chestnut-eared Bunting, though it's not on this site list ... http://www.thaibirding.com/checklists/thatorn-checklist.htm

Correct, it's a Chestnut-eared Bunting. I'm not sure on the status in Thailand but assume it's recorded annually as it has been found on numerous occasions in Cambodia.

The site lists are not complete but even so the omission of fucata from the thaibirdingcom Thatorn list is a surprising oversight, though I am led to believe it has become more scarce in recent decades.http://www.norththailandbirding.com/pages/checklists/north/thaton.html
