I consulted two recently released field guides - "A Field Guide to the Birds of Borneo" by Susan Myers, and "The Phillipps field guide to the birds of borneo" [both quite cheap by SE Asia field guide standards].

The bird certainly has the pigeon-like appearance that Honey Buzzards are said to have. Honey Buzzards apparently mimic other species and have a number of different morphs.

I note that your bird lacks a crest and has a brown iris. Torquatus is supposed to have a crest and a yellow iris. Orientalis is supposed to have a shorter crest, and a brown iris in males, yellow iris in females.

Can't help regarding ruficollis.

Regards, Laurie.
