Osprey or Hawk? Eastern Ontario, Canada (1 Viewer)

Apologies for the poor image quality (caught without my long lens), but when I shot this I thought it was an osprey, but now I'm having doubts and wondering it it's not a hawk of some kind.

Is there enough detail in this image despite its imperfections to ID this? Shot at sunset so the light on it was reddish.
