Could be - it looks a little like the immature male in the image below - but Sulawesi has about 10 species of Cuckooshrike/Cicadabird, and I'd prefer to get more expert opinion.

I've come to Sulawesi Cicadabird by exclusion
It's not White-rumped Cuckooshrike as it doesn't have a white-eye
It's not a Cerulean Cuckooshrike - should be of a distinct bluish color
It's not a Mountain Cicadabird as that species should be at >1200m
Potentially Pied Cuckooshrike - but I would expect it to have much more black and white contrast
And that's more or less it
