Immature Bald Eagle or Golden Eagle, Lower Hudson Valley, NY (3 Viewers)

I saw this bird yesterday (end of February) on the Hudson River in very close proximity to a mature Bald Eagle, which was in a nearby tree at the same time. Is it an immature Bald Eagle or a Golden Eagle (or neither?). Thanks!

Immature Bald. Broken white on the belly, and that HUGE beak (not that Goldens have small beaks, but Balds have bigger ones).
 
Lot's of these this time of year around lower Hudson. Go to Croton Dam in the late afternoon to see them hunting on the reservoir and then lots returning to roost. They fly right over your head. Spectacular. I've heard from the locals that the best time is early morning.
