what bird makes a sound like a goat/sheep, after dark? (1 Viewer)

Maybe just... a sheep? Sound carries, and can bounce off low cloud etc...

I'd be virtually 100% sure it is Snipe, the OP has a good description of the sound and the circumstances.

Next time you hear it, scan the sky and you will hopefully see a group of Snipe doing their display flight. It's an unforgettable scene
 
Yes, from the description surely a Common Snipe drumming. Important here if looking up sound recordings to not just look up "snipe" because there are lots of different species of snipe from all round the world, and they don't all sound the same. Also important to make sure you're not hearing a recording of vocalisations, but of the "drumming" as it's called.

We used to have them over our house when we lived in Russia, great to watch at dusk.
