Must be a kind of a domestic breed. Thought of some Mallard domestic types but the bill looks a bit too short. I'm sure someone else will be able to help you more.

Are Call ducks found only in captivity (count the occasional escapes out) or do they live somewhere in the wild as well?

Call ducks are domistics, there were breed to call wild ducks into decoys

It should be a Magpie x Bibbed hybrid. We bred them some years ago and had a hybrid that looked like this =)
