The BOU UK list can be downloaded here in PDF format.

Can this same list be downloaded in excel (.xlsx), text (.txt) or CSV (.csv) format from anywhere?

Excellent, thanks v much for that. I had tried extracting data from PDF but the first time I ended up with 600 species and the second time 599. Not sure how you've extracted data so cleanly!
 
Word 2013 (and possibly 2010) will open pdfs and make them editable. The layout of the Word version can vary wildly but with this document all the data stayed in tables. So was then a case of copying the tables into Excel. A brief tidy up was all that was needed.
