Cooper's hawk? SE Texas
By the look of the tail I would say Cooper's hawk.

Good Cooper´s tail bill size - structure and impression of a pale nape and dark crown, even if we can´t see it properly due to the angle of the head.

Zooming in on the underside of the tail, you can see the outer tail feathers are shorter. That makes you think Cooper's.
