Soggy, stained tern

This bird came down on my patch after a storm in SW Turkey.
I am not sure about this one,maybe Black Tern that is oil-stained and soaking wet.
Any ID help appreciated

Location would help, reminds me more of a Gull species, maybe Little?

The bill to my eye looks more tern like than Larus, putting the oiled bits to one side and looking at the primaries..which look almost white..might this not be a possible Whiskered Tern ?

My first thoughts were Juv Whiskered,then I thought maybe Black tern.

looks like a 2cy little gull - the most tern-like among gulls.

Thanks Guys,a Little gull it is then!!
I usually only get Little gulls in the winter,this one obviously got lost.
