If I saw it on migration in the Middle East then I wouldn't doubt it was a Steppe Buzzard of the rufous morph.

If I saw it in Britain then (assuming the colours are reasonably accurate) I would think it was distinctly odd.

vulpinus in rufous morph usually doesn't have such a broad dark tail band.
i agree on nominate buteo.
