Resembles Velvety Black Tyrant also.

Velvety Black is same in eye color, habitat and elevation, so I'd like the reasoning.
Wrong.
Blue-billed Black-tyrant:
  • iris bright red
  • Borders of humid forest and gallery woodland, less often venturing out into shrubby semi-open areas, usually near water; usually not found in interior of forest.
  • Below 2200 m.

Velvety Black-tyrant
  • iris dark red
  • Grassy or rocky areas, usually near trees or shrubby cover
  • mostly 1800–2700 m, locally down to 700 m
