A 'Gull' is a person who has been cheated.
Black headed gull fits but I don't know why.

Damn you! Correct, a bit contrived:
B= Black Head (eg the start of black), plus 'Ed' and then 'Gull' means a cheat (other than a bird)

Simply that all the letters in avocets were available in soviet Air Force I.e part of it.

Well seemed to have stumped or bored you on those:
'it's Ken C' an anagram of neck and as it is an anagram it could be described as a wry neck
Must've = think outside the box (muse around TV) - such a clever clue, can't remember who compiled it
