flock of unknown birds in Alberta Canada in July (1 Viewer)

Hello,
I am looking through some older photos and I found one shot of a flock of 22 birds that flew past me quickly on 11 July while I was looking at birds in an agricultural area south of Edmonton. I never ID'ed these at the time.
I am wondering if these might be American Pipits? That would be a species I have never had a decent sighting of, but I am not sure what else this might be. I have increased the exposure quite I bit on this shot to try and lighten the shadows and see some details of the feathers.
