Its a Veronica (Speedwell) species, which one I've no idea - but I think you'll need more details for ID - though it might be possible to narrow it down a lot by habitat.

The Spotted orchids can be very tricky - its possible that no-one will stick their neck out for an ID. What with the many hybrids and the fact that yours is in Russia.....
