Raptor near Ottawa, Canada (1 Viewer)

Hi Everyone. Just wondering if anybody knows what type of bird this is. It looks like a Northern Harrier or Hawk. There are a lot of red tailed hawks in the area but it doesn`t look like a red tail to me -but I`m not sure. It seemed to be a greyish blue colour. Sorry for the photo it was dusk and through my windshield.
