Young red-tailed hawk or eagle in Wisconsin?

I live in Wisconsin about 1 mile from the WI River. I've had this bird hanging around my yard for a little over a week and it's been getting closer each day. It was perched on my arbor on Friday. I think it's probably a red-tailed hawk based on the cry but I can't be 100% sure. The neighbor thinks it's too big for a hawk and that it's a young eagle. Any confirmations?

Thank you! I tell you, it's been exciting. He/she has flown over my head several times. Living in the country has its perks!
