Just a young Red-tailed Hawk?-Connecticut-USA (1 Viewer)

I took a picture of this hawk on the way in to a park and then took a picture of what might be the same hawk in another area of the park on the way out.--The markings and the size of the bird seemed strange to me but it still seems like a Red-tailed Hawk to me.-Is it a young Red-tail?
