Hi.

Is it safe to determine that this is indeed an RT pipit rather than a Meadow, based solely on the striped upper tail feathers?

In general - is it always a clear-cut id feature to rely on when deciding between these two species?

If you meant the rump (rather than the uppertail coverts which are often streaked in Meadow pipit too) than the answer is yes. Indeed your bird is a 100% certain RTP.

Yes - indeed I was referring to the rump and used the wrong terminology.
