A few birds from Zambia, Vic Falls area last month, please help me with an ID. Thanks

2 Blackish head yellow bill, brownish underside.. what about juvenile Verreaux's Eagle? The white panels are in shadow, so not as white as one might expect and the visible primaries match.
 
The bill looks black tipped, on closer inspection (with magnifying glass) but cere is yellow. The tail does not appear to be deeply forked either. The head looks very dark brown or black to me. Eyes look dark.

the head colour looks very disturbing indeed
bill colour (partly yellow, not only cere) perfectly matches subadult Yellow-billed as do 5 fingers and external tail feathers which in any case will give a forked tail, if these are growing it will not be deeply forked at this stage
 
Thanks Tom. I agree that a sub adult is somewhere between juv black and adult yellow. Because of the way the tail is flexed, I hadn't noticed the longer outer retrices, but I see that now. When do the eyes change Tom?

in Black kite quite late around 3 -4 years of age, I think in Yellow -billed earlier but do not know for sure
