Fly ID - Beris vallata? (1 Viewer)

Having some trouble with this - I think it's Common Orange Legionnaire, Beris vallata, except it has completely black legs which is making me doubt myself.

I don't even know if it's actually a fly or not... it's been walking the entire time...


EDIT: I've been informed elsewhere it's a sawfly, Arge sp. or Athalia sp.
