Eastern Phoebe - Rio Grande Valley, Texas

This one I am certain is an Eastern Phoebe:

It was taken last month at Estero Llano Grande

The next two were taken the day before at nearby Bensten Rio Grande State Park

Logically, going by the park's bird checklist, they should also be Eastern Phoebe. However I don't see how they are the same bird. I don't see even a hint of white in the throat - even going by web photos, I can't find one that solidly black. What am I missing?

Thanks.

Thanks - you know that's what I thought in the field but then after looking at the checklist, it had Eastern Phoebe as Common and Say's Phoebe as Rare and that's it.

However just looking at eBird, quite of few people have claimed to see them at Bensten so I guess that checklist needs updating!
