Rough-legged Buzzard? (in Turkey)

Hi everyone,
I took these pics today. Perhaps they are not good enough to identify it. Unfortunately my binoculars and camera were in my bag. So i could see it only by naked eyes while i was trying to take my binoculars and cam. I could take only a few pics from the long range. But i can say that it was a short tailed raptor. It was flying slowly and underwings seemed mainly white to me. What do u think? Thank u for your help in advance...

RLB should show a contrasting black and white tail in all plumages.

looks more like a long-legged buzzard than a common. hard to be 100% sure from these pics though.

The visible white at the base of the upperside of the primaries may be supportive of Long-legged, but not easy from these pics.
