Cheapo Body+Lens combo for birding (1 Viewer)

Im looking for a cheap Body+Lens combo for my brother to go birding during the vaccation. I will buy a 7D mk2 with a 400mm F5.6 lens but i cant affoard another combo like that. What would you go for as a minimum for birding?

The cheapest combination i could think of that would still be a usable option would be a Canon 40D + Canon 70-300mm IS UMS. If you were really strict on budget, what would be your choice?

I would consider the Nikon D7200 which should be available at a good run-out deal (or now cheaply 2nd hand) and their 200-500 f5.6 lens. The camera sensor is good, and the extra 1/2 stop in speed and IQ of the lens makes it arguably a better proposition than say a Sigma C 150-600 f6.3 or new generation Tamron 150-600 f6.3 either of which would still suffice if budget limits.

I know people use 300, and 400mm set ups, but the above would be my preference. Far more satisfying.

Thought of a 7d 1. Heres what i got last Sunday with mine with the 400mm f 5.6
