Plover ID, Florida, USA (1 Viewer)

The below photograph was taken yesterday at Merritt Island National Park, Florida, USA.

The only Plover I can think of for this is a Black-bellied Plover but they should be in breeding plumage now. Could this be a Juvenile?? Very early for one but this is Florida.

I say Black-bellied over American Golden-Plover based on the white belly. Not sure on the age, but from what I've gathered, not all BBPL are in full breeding plumage yet.
