Hi,
It will depend on which image browser you use to view the files.
It needs to be able to view the embedded jpeg thumbnail in the .cr2 file.
Are you running the most up to date version of the browser you use.
ie. If you use Adobe products I think it needs camera raw 8.7 or newer, that's the last release available for PS CS6.

I think there is a free Microsoft codec which probably covers Windows 8.1. Try googling for it. I came across it when trying for one for Windows 10 on my netbook - there was not one for Windows 10 at that time.
