Had this raptor flying to the south of me at some distance. Believe there is enough to ID. Believe it is a falcon looking at the wings.

That dark belly makes me think Rough-legged Hawk, a buteo found in your neck of the woods.

At that distance, size is tough to judge, but the tail seems pretty long to me, though that may be an artifact of lighting.
