Western Gull with colour band + metal ring at Point Reyes (1 Viewer)

Point Reyes, San Francisco
Western Gull
Red colour band on lower left
Metal ring on lower right
Number read: 3440 and 2406 may be '1' in front of 3440 but not certain

Anyone know who should I report this to?
