My first impression was of something bulkier - Peregrine? Difficult on this shot, may not get a definitive answer.

From the seemingly rather triangular wings that was my impression too, but I can see Tom's point of view too. Not sure at all.

I think the tail looks wrong for Peregrine. It's too long, particularly at the edges, and the base seems to narrow (mostly inferred from the way in which the tail is spread; difficult to explain without a drawing, but in a Peregrine or similar species, I'd expect the top of the "triangle" of the fanned tail to show more overlap with the outline of the body). So I agree with Tom, FWIW.
