The only two Euphonias in that area, assuming that distribution as per Garrigues, hasn't changed, are Yellow-throated, which it's not and Scrub Euphonia which it doesn't really look like either?

I don't think so, maybe the book is poorly illustrated for this species?
I'de expect much more white on the females belly, this has none?
The only confusion could be with Thick-billed but the yellow patch on the males head is bigger so it's not that.

Might be a young male Scrub Euphonia. As others have said, yes, female Yellow-throated would have much more white on underparts. Although the lighting makes it look weird, it also kind of looks like it has the grayish nape shown on female Scrubs.
