I guess the question I have is, are the two plovers in this pic the same species or not?

I believe both of the plovers are Semipalmated Plovers, one in breeding plumage and the other not. The other two birds look like a Dunlin and a Willet.
 
I think they are. The front bird is still in non-breeding and the back in breeding. :bounce:

I thought of Piping Plover for the front one but its brown upperpart is too dark for the pipy, and this bird has orange bill base but lacks black bar on forehead which are for breeding Pipy. Optical illusion might have made the plover in the back appears bigger.
 
I think the Dunlins have longer bills over there - here is a pic from my gallery of a bird in Massachusetts:

Yeah, it's a Dunlin. I've found that their bill is one of the best ways to tell them apart from other sandpipers.
