Is it possible to age this to year?

I thought that it was a 2nd year if the trailing edge of the wing was ragged, especially this time of year. However, the pattern of white underneath seems better for a bird hatched this year.

I've not enough experience of the species, but neat, fresh plumage seems to say 1cy indeed.
