I think this is a juv White-throated Sparrow but I have never seen one at a feeder and can you tell me maybe why it has this one weird feather.

I'd say the feather is one that's been damaged at the tip and thus displaced. It will most likely fall out of it's own accord or be removed during preening. It'll most likely be replaced with a "normal" feather.
