Can anyone tell me how i make a photo look as though it is in a frame
in the above programme.

If elements is somewhat similar to use as CS4 ( i would think they share plenty ) then if you click the dropdown box " IMAGE " you'll see a sub-tab called " CANVAS SIZE " ... this will give you frames of any colour and size you select

I use PSE 8 and the previous post is correct for 8 also. I use to frame all the photos I post here. You can stack frames by changing the canvas size and color. I use color picker to try to have the matte colors to pick up colors of the subject or the bg. Experiment until you get what you are happy with.
