I suspect this to be a Pallas's Gull.
Posting for confirmation.
This photo is from Pune, India. Taken in Feb 2018.

pattern fits. the dark markings on lesser coverts look a bit diffuse but i guess that's a photographic blurr, so - 1st cycle pallas's gull it is.
